		<description><![CDATA[Sylvia, I don’t think that District leaders are deliberately keeping residents in poverty. It is true, however, that the TANF program hasn’t helped families achieve self-sufficiency as well as it should have. 

One of the big problems now is that the Gray administration has a plan for reform, but benefits cuts will go forward before all the long-term families have gotten the services the plan promises. The other problem is that the time-limit clock will keep ticking for families who cannot meet the regular work requirements.]]></description>

		<description><![CDATA[I don&#039;t think they have given the people who have been on the system these past 6 years the true value of TANF as it has been reformed.  Unfortunalty many people have not been given opporotunity to advance themselvs to independent financial stabilitly and away from dependecy.  I know for myself what is going on in DC.  The African American Leadership in the DC is very poor and I would also go as far to say purposely keeping people in poverty.  If in 5 yrs 6,0000 people and now left with children to fend for themselves.  It takes the individuale person and the system working together for the greater good.]]></description>
